Pre-Conference Training Program on
Integrated Coastal Zone Management and Training [ICZOMAT]
Chennai 600 025, India
3 - 7 December 2003

Introduction
       As a part of the Indo-UK Link Program sponsored by the British Council, Chennai, this training program will be conducted. It is also expected that some experts from the UK will be invited as resource persons. About 60% of the World's population lives within 100 km of the coastline, and more than 3 billion people rely in one way or the other on coastal and marine habitats and resources for food, construction material, transportation, recreation and waste disposal. The Integrated Coastal Management (ICM) has been defined as a continuous and dynamic process by which decisions are taken for the sustainable use, development and protection of coastal and marine areas and resources. ICM acknowledges the interrelationships that exist among coastal and ocean uses and the environments they potentially affect and are designed to overcome the fragmentation inherent in the sectoral management approach. The high socio-economic activities within the coastal zone stem from the fact that the coastal zone is blessed with a variety of resources which include

  • Fisheries and other bio resources
  • Natural habitats such as wetlands
  • Mangroves and estuaries
  • Oil and gas
  • Non-fuel minerals like sand, heavy minerals etc
  • Coastal agricultural land and
  • Recreational and scenic resources including beaches, coastal lagoons and estuaries

Aims of the Training Program
    The main focus of this training program is to provide delegates with a knowledge of coastal management issues and problems, experience with the process of coastal management and an integral approach to problem solving, taking Chennai coast as a case study. Experts from the University of Newcastle upon Tyne, U.K., University of Bath, U.K., Anna University, India and Jadavpur University, India have prepared a trainer's manual for Integrated Coastal Management Capacity Development. The Department of International Development (DFID), U.K, sponsored this program. This manual will be used extensively during this training program and a copy of the same will be given to individual participants.

Plan of Action
     
The duration of the workshop will be for four to five days, which includes the following topics:

I. The Need for ICM

  • A set of lectures and discussion periods
  • The environmental, social, economic and governance dimensions of ICM

II. Field Study to North Chennai Coast and / or Pulicat Lake

  • Identification of coastal environmental problems
  • Discussion with the coastal stakeholder groups
  • Identification of management options
  • Identifying solution to coastal problems

III. Group Discussion and ICM Draft Plan

  • To review the ICM Plans to identify good practice and to identify key factors for success of ICM plans
  • Concluding Session

Call for Registration
     
The registration fee for the Short Course is Rs. 5000/- (US$ 200). Participants intending to undertake this training program are requested to express their interest to the Conference Secretariat before 30 September 2003.
